Homologation Process

Safety standard self-certification, Emission & noise certification and Fuel economy test are required for imported vehicles sales. The procedures are as follows.

Self-certification(ML/TM)

Manufacturer Registration

Anyone who elects to self-certify vehicles shall register the facilities for manufacture, test and inspection to MLTM.

Self-certification and Self-certification Marking

Anyone who elects to manufacture, assemble or import motor vehicles (“manufacturer etc.” hereinafter) shall self-certify the vehicles for the type defined in the Motor Vehicle Safety Standards (KMVSS). In the event that a manufacturer self-certifies the vehicles, it shall mark self-certification on each vehicle with labels.

Vehicle Specification Notification

1) The manufacturer shall submit a specification notification form along with the following documents to the designated testing agency no
    later than 10 days before the date of sale.
   ① external view drawing
   ② motor vehicle specifications
2) When notified by the manufacturer of the vehicle specifications, the designated testing agency shall allocate a specification control
    number within 10 days and specification control number shall be issued to the manufacturer.

Self-certification Compliance Test

The minister of MLTM may execute self-certification compliance investigation to check if vehicles sold by a manufacturer conform to KMVSS.

Rectification of manufacturing defect

1) In the event that the vehicles manufactured are not conforming to the safety standards for vehicles or have defects which may affect
    safe operation of the vehicles, the manufacturer shall promptly disclose the fact and take measures for rectification according to the
    guideline set forth in the MLTM Notification in which a procedure, such as mailing, for the manufacturer to notify vehicle owners of the
    fact and the rectification plan is specified.
2) The minister of MLTM shall order the vehicle manufacturer to take measures for rectification according to the MLTM Notification
    if the manufacturer neglects disclosure or rectification of the defects.

Exhaust Emission & Noise Inspection (MOE)

※ In case that a validated manufacturer has submitted in-house test data for certification of a model, spot test may be executed within
    one year

Test Facility and Technical Personnel Check

Check on test facility and technical personnel of foreign manufacturers by Ministry of Environment or Korea Environment Corporation

Application for Emission and Noise Certification

Anyone who elects to manufacture (including import) vehicles (“vehicle manufacturer”) shall submit the application documents for emission and noise certification to NIER(National Institute of Environmental Research).

Submittal of In-house Test Result / Test by NIER / In-house Witness Test

[Test procedure]
1) Submittal of in-house test(self-test) result A validated manufacturer may conduct a test in house using the facilities and staffs confirmed by the Minister of MOE and submit the result.
2) Test by NIER
   ① In case that a non-validated manufacturer applies for certification
   ② In case that a validated manufacturer requests a test by the testing agency
3) In-house witness test
   A certification test may be done by the manufacturer but witnessed by the testing agency(NIER) in case that a foreign vehicle
  manufacturer requests the testing agency for in-house witness test.

Spot Test

A spot test may be executed by the Minister of MOE or Chief of NIER in case that a validated manufacturer has submitted in-house test data for certification of a model and it has been less than 1 year since vehicles for sale has been manufactured(custom-cleared).

Periodic Test

Manufacturers shall conduct a periodic test by model family every month to check if the vehicles under production meet the standard. If sales(custom-cleared volume) are less than 501 units, the test shall be done in the month or quarter in which accumulated total reaches 501.

Fuel Economy Test at Testing Agency (MKE)

Manufacturers & importers can select preferred test method between test at authority and in-house test.

Test Application

Each vehicle manufacturer/Importer shall, prior to sales, have a manufactured vehicle or imported vehicle tested for its fuel economy by a testing agency below. Article 6 (Testing Agency)
1) Korea Institute of Energy Research (KIER)
2) Korea Automotive Technology Institute (KATECH)
3) Korea Institute of Petroleum Quality (KIPEQ) Korea Institute of Petroleum Management (KPetro)

Fuel Economy Test at Testing Agency

The fuel economy test shall be done according to the method set forth in Table 1 of ‘Regulation for Fuel Economy and Rating Identification of Motor Vehicles’(CVS-75 mode). The testing agency shall notify the President of KEMCO and the applicant of the test result of each vehicle within 5 days after the test.

Reporting of Test Result

Each passenger car manufacturer who has undergone a fuel economy test shall report the President of KEMCO of its rating within 30 days from the date the test report was issued.

Fuel Economy Labeling

Each passenger car and bus manufacturer shall identify fuel economy and its rating on each car according to the identification method set forth in Table 5 of ‘Regulation for Fuel Economy and Rating Identification of Motor Vehicles’.

After-sales Management

1) Whether the rating reported by the passenger car manufacturer and bus manufacturer and the rating identified are same
2) Whether the fuel economy and rating (fuel economy for truck) is included in the advertisement

[In-house Test]

Test Facility Validation

A manufacturer who select to test in house on its own must submit test facility documents and get validation by KEMCO.

Fuel Economy Test at Manufacturer’s Site

The fuel economy test shall be done according to the method set forth in Table 1 of ‘Regulation for Fuel Economy and Rating Identification of Motor Vehicles’(CVS-75 mode)

Reporting of In-house Test Result

Each passenger car manufacturer who has undergone in-house test shall report the President of KEMCO of its rating within 30 days from the date in-house test is done.
